I did a full uninstall of the program as well as its SDK and was able to get my CPU working according to my BIOS settings again. Everywhere I looked the answer seemed to be that with Win 10 you needed to use Dragon Center to control the RGB. The Dragon Center software is pure bloat.

After a few days, I realized that Dragon Center had locked my CPU at its boost clock speeds and wouldn't allow it to throttle down. Any version of MSI Dragon Center distributed on Uptodown is completely virus-free and free to download at no cost. Like many others, I fell into the common trap of installing Dragon Center simply because I wanted to switch around the RGB on my new board.
